Renters’ Rights Act 2025: key steps for landlords to take now

Registration opens on 15 December 2026, but the requirement will be introduced gradually across England on a regional basis. Landlords will generally have a three-month window to comply once registration goes live in the region where their property is located. The regional rollout begins in the West Midlands where landlords with properties in that region must be registered by 14 March 2027. All eligible properties across England must be registered by 14 November 2027.

As part of the registration process, landlords will be required to provide key information about themselves, their properties and the tenancies they grant. The Government has indicated that details such as gas safety records, electrical safety certificates, EPCs and rental information will need to be uploaded. An annual fee of £65 per property will also apply. 

It is important to note that landlords must start and complete the registration process, even where a managing agent is appointed. Whilst an agent or property manager can be authorised to provide certain information on the landlord’s behalf, responsibility for ensuring that all required information is provided remains with the landlord.

The consequences of non-compliance are significant. Landlords who fail to register may face financial penalties and restrictions on their ability to recover possession of their properties. Local authorities will also gain access to enhanced data to help identify and tackle non-compliant landlords. 

Although the first registration deadline is still several months away, landlords would be well advised to start preparing now. Reviewing portfolio records, ensuring compliance documentation is up to date and identifying the relevant registration dates for each property will help avoid a last-minute scramble.

For landlords, early preparation will be the key to ensuring a smooth transition and avoiding unnecessary enforcement risks as the reforms continue to take effect throughout 2027.
