Changes to TLR payments: what schools need to know

From 1 September 2025, schools and trusts have greater flexibility in determining the value of Teaching and Learning Responsibility (TLR1 and TLR2) payments. These payments can now reflect the proportion of responsibility undertaken, rather than being tied to contracted hours.

This means that part-time teachers can receive TLR payments that match their actual duties.

Looking ahead, from 1 September 2026, for schools and trusts that comply with the School Teachers’ Pay and Conditions Document (STPCD), it will become mandatory for all TLR1 and TLR2 payments to be based on the proportion of full-time equivalent responsibility.

This change supports fairness and flexibility in workload and pay structures. For full details, refer to the STPCD 2025.
